LECERP Partners with GIFEC for a Nationwide Impact Assessment

The Legon Centre for Education Research and Policy (LECERP) at the College of Education, University of Ghana, has partnered with the Ghana Investment Fund for Electronic Communications (GIFEC) to conduct a comprehensive assessment of the agency’s programmes and projects across the country. The six-month project, which began in December 2024, aims to evaluate the effectiveness, inclusivity and sustainability of GIFEC’s initiatives.

Funded by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), the project seeks to provide critical insights into GIFEC’s contributions towards digital inclusion and socio-economic development in Ghana. With a focus on rural connectivity, capacity building and cyber laboratories, the research will identify operational challenges and inform strategic improvements.

Speaking at the inception meeting held on 24th December, 2024, Mrs. Eva Andoh-Poku, Administrator of GIFEC, highlighted the significance of the assessment as the agency marked its 20th anniversary. She explained that the findings would play a critical role in evaluating GIFEC’s achievements, identifying growth opportunities and enhancing programme sustainability.

“This assessment comes at a crucial time,” Mrs. Andoh-Poku noted. “The insights gained will guide us in strengthening our efforts to bridge the digital divide and ensure the long-term viability of our initiative,” she added

Dr. Clement Adamba, Director of LECERP, expressed enthusiasm about the collaboration. “We feel honoured to be part of this project,” he said. Adding that “the assessment will provide critical insights into how GIFEC’s programmes are driving digital inclusion and enhancing socio-economic development across the country.”

Subsequently, Alhaji Yahaya Zakaria Osman, Director of Operations at GIFEC and Chairman of the Project Implementation Committee, commended LECERP on their selection and expressed confidence in their ability to deliver a credible and impactful assessment.

Providing further details on the project scope, Mr. Victor Asante, Head of the Research and Innovations Unit at GIFEC and Project Coordinator, explained that the assessment would examine the socio-economic impacts and sustainability of initiatives such as rural connectivity projects and digital literacy training. “Understanding the impact of these initiatives will help us refine our strategies and improve programme delivery,” Mr. Asante noted.

As the assessment progresses, its findings are anticipated to shape future strategies for expanding digital access and fostering socio-economic development. The collaboration between LECERP and GIFEC underscores a shared commitment to leveraging digital technologies for sustainable national progress.
