The University of Ghana, through the Legon Centre for Education Research and Policy (LECERP) under the College of Education, has participated in the inception meeting of the Erasmus+ Capacity Building in Higher Education project titled “Transitioning Higher Education Regulators and Universities to Competency-Based Education in East and West Africa (TRUCE).” The two-day meeting was held in Uganda from 8th - 9th April, 2026.
The TRUCE project, which began on 1 December 2025 and will run until 30 November 2029, seeks to support the transition of higher education institutions and regulatory bodies in Ghana and Uganda towards Competency-Based Education (CBE). The initiative brings together universities, regulatory institutions and development partners from Africa and Europe to strengthen curriculum development, teaching, learning and assessment practices in higher education.

The project is being implemented by a consortium of nine institutions, namely Makerere University, Mountains of the Moon University, the National Council for Higher Education and the Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) from Uganda; the University of Ghana, the University of Education, Winneba and the Ghana Tertiary Education Commission (GTEC) from Ghana; as well as Universitat de Barcelona in Spain and Instituto Politécnico do Porto in Portugal.
The inception meeting provided an opportunity for partner institutions to develop a shared understanding of Competency-Based Education and to agree on a strategic direction for the project’s implementation in Ghana and Uganda. Discussions centred on how universities and regulatory bodies could work together to ensure a smooth and sustainable transition to CBE.
Participants also agreed on key operational structures and implementation processes to guide the project. These included the establishment of a Project Management Team (PMT) and a Project Advisory Board (PAB), confirmation of local coordinators within partner institutions, and the adoption of quality assurance systems, reporting procedures, communication protocols and an annual workplan. The meeting further highlighted the importance of learning from existing frameworks and experiences in Ghana, Uganda, Spain and Portugal to strengthen collaboration and promote cross-learning among partner institutions.
The University of Ghana delegation, led by LECERP under the College of Education, made significant contributions to discussions on adapting Competency-Based Education to the Ghanaian higher education context. The team emphasised the need for curricula and assessment systems that are both locally relevant and internationally competitive.
Representing the University of Ghana at the meeting were Dr. Clement Adamba, Project Lead and Director of LECERP; Dr. Joyce Anku, Project Coordinator and Senior Lecturer in the Department of Teacher Education; and Mrs. Sylvia Antwiwaah Sarbah, Research Development Officer at the College of Education Grants Management and Research Support Unit.
With the foundational structures now in place, the consortium is expected to begin full implementation of the TRUCE project, with the University of Ghana playing a key role in advancing competence-based higher education reforms within the region.
